  • Description: This course provides practitioners with an advanced legal analysis of the statutory authorities under the Immigration and Refugee Protection Act (IRPA) of 2002 that empower the Minister to issue Ministerial Instructions (MIs) to manage applications and achieve national economic priorities. We will detail the structure and mechanics of the Express Entry Application Management System, the Comprehensive Ranking System (CRS), and category-based selection draws. Finally, we will synthesize historical draw patterns and analyze data from the latest rounds of invitations, including July 2026 Rounds #424, #425, and #426, to formulate precise predictive eligibility assessments for clients.

Learning Objectives:

  • Analyze the scope and limitations of the Minister's legislative power to issue Ministerial Instructions under IRPA.
  • Deconstruct the Comprehensive Ranking System (CRS) algorithm and optimize client profiles to maximize draw competitiveness.
  • Develop targeted strategies for category-based draws including STEM, healthcare, trade, transport, agriculture, and French language.
  • Synthesize invitation and CRS cut-off trend data using recent Express Entry rounds (Rounds #424, #425, #426) as benchmarks.
  • Manage post-ITA requirements, including medical exam exemptions, credential evaluations, and statutory document packages.
