  • Description: Provincial Nominee Programs (PNPs) represent a critical pillar of economic immigration to Canada. This masterclass examines the constitutional and legal frameworks of Federal-Provincial/Territorial Agreements that govern provincial selection. Incorporating findings from the June 23, 2026 meeting of the Forum of Ministers Responsible for Immigration (FMRI), we will analyze the multi-year allocations under the 2027–2029 Immigration Levels Plan and the push for sustainable regional distribution. We will review targeted provincial updates, such as the July 8, 2026 bilingual talent initiative with the Northwest Territories and the July 6, 2026 Francophone agreement with Manitoba. Finally, we will provide step-by-step guidance on leveraging the August 27, 2024 temporary public policy to secure work permits for prospective PNP nominees.

    • Trace the constitutional division of powers and legal authority of Federal-Provincial/Territorial Agreements.
    • Integrate FMRI multi-year levels planning and regional allocation considerations into candidate selection strategy.
