• Description: This course provides an exhaustive analysis of the landmark changes made to the Citizenship Act under Bill C-3, passed on December 15, 2025. This bill directly responded to the December 2023 constitutional ruling of the Ontario Superior Court of Justice, which struck down the previous first-generation limit on citizenship by descent. We will trace the transition of applications from the March 2025 interim measures to the formalized regulatory processing under the new act. Additionally, we will review current operational instructions for citizenship testing, eligibility assessments, proof of citizenship applications, and citizenship ceremony and oath requirements, empowering practitioners to advise complex descent and statelessness cases.
